Event planning

As part of the assessment, Council is required to consider the risk of the event and activities being conducted. An Officer will assess your application and may request additional information to help inform the assessment of the event. Your application for permit cannot be further assessed until all of the necessary information has been provided.
Site Plan
A detailed site plan drawn to scale, showing the location of stages and other structures, location of entertainment activities, food stalls, toilets, waste facilities, exits, emergency vehicle access and first aid stations and any other facilities.
Public Liability Insurance
A Certificate of Currency for Public Liability Insurance of at least $20 Million, which lists Council as an Interested Party, indemnifying Council for all claims for personal injury and damage to property arising out of the event; Copies of the Certificate of Currency for Public Liability Insurance for all key sub-contractors engaged for the event (Electricians, ride operators, stage/marquee/grandstand erectors etc).
Event Notification
A copy of the Event Notification letter. The Event Notification letter should include the time, date, place of the event and the Event Hotline for customers to contact with concerns during the operation of the event
Waste Management
Details of the waste facilities available on site, including details of how waste will be managed for the event. Details on the sanitary facilities available on site.
Rides
A copy of the plant registration for all rides/jumping castles A copy of each operator’s Certificate of Currency for Public Liability Insurance
Food Vendors
A list of any food vendors who will be operating at the event and their food business licence details.
Alcohol and Security Management
A copy of the Liquor Licence for the event, the site area covered by the licence, and any conditions of approval; An Alcohol Management Plan addressing: the provision of separate wet and dry areas; the provision of adequate drinking water facilities; and emergency response and the provision of first aid. A Security Management Plan addressing: cash security; asset protection; crowd management; public safety; communications, and ensuring that security personnel have efficient communication equipment and processes to maintain direct liaison with police, emergency services and the event manager; and the number, qualifications and locations within the venue or event of security personnel.

Noise Management
A Noise Management Plan containing strategies for: Compliance with the noise provisions of the Local Law and the Environmental Protection Act 1994 Satisfying the relevant Australian Standards and Codes; The noise management plan needs to encompass: the location and height of the stage; the location and height of the speakers; direction of speakers; specific sound barriers used and their location; atmospheric conditions used in calculations; proposed measures for low frequency sound control; topography of the land; details of the sound system; measurement procedures; hours of operation; and all calculations.
Animals
Please explain how you intend to manage or restrict animals at your event. For events involving animals in their operation the permit holder must address the following items: Provide details of the types of animals involved and details of the entertainment (for example – pony rides, native animal display, petting zoo with baby farm animals etc) Provide a copy of the animals’ annual veterinary health check; Maintain the animals’ veterinary health records for a minimum period of three years; Notify Council within two days if an animal involved in the operation of the entertainment event contracts a zoonotic disease; Premises is to be completely cleaned and manure collected and removed from the premise daily; and Details of hygiene provisions where people will be in direct contact with animals.
Traffic Management
A copy of any Road Closure Permits and associated Road Closure Notifications; A traffic and parking management plan for the endorsed by Council’s Transport Planning and Operations Branch that contains provisions for the use of public transport, adequate parking for patrons and staff and any considerations relating to any road closures.

Traffic Management Plan for temporary lane/road closure in accordance with Department of Transport and Main Roads’ Manual of Uniform Traffic Control Devices (MUTCD) Part 3 – Works on Road Completed Queensland Police Service Application for General Permit (Road Closure)

Under section 96 of the Transport Operations (Road Use Management) Act, only Queensland Police Service has the authority to order the closure of any road temporarily. Queensland Police Service will only issue a Permit if the local government authority has issued their approval. promote and encourage social cohesion through the provision of community services or activities, the furthering of multiculturalism or the support of identifiable groups who may require specific support due to age, gender, religion, ethnicity, health, disability or some other factor that sets a group apart from the general community; or provide or support an essential service on a volunteer basis; or encourage the appreciation and/or protection of the natural environment; or preserve and promote an appreciation of culture or heritage.

Terms and conditions for temporary lane/road closure *

1.
Advertising of the closure and/or route should not take place until written approval has been obtained from all relevant authorities. Council may impose a fine for advertising closure/route before approval.
2.
When the road closure will involve changes to regulatory signage and metres, fees will be applied.
3.
Emergency Vehicle access is to be maintained on all closed roads (3m clear corridor).
4.
Access for residents/businesses to and from their premises is to be maintained. Where access cannot be maintained an agreed alternative is to be arranged and Council shall be provided with a copy of this arrangement.
5.
A signed petition may be required from all residents/businesses within the closure area, stating they have no objections to their road being closed. The petition must include all resident/business names, addresses and signatures.
6.
Events should always aim to minimise impacts on pedestrian and road user access, retail and business operations, public transport operation and local resident’s access.
7.
Roads used by public transport may not be safe or suitable depending on service frequency.
8.
Safety barriers may be required to be erected to prevent vehicles coming into contact with pedestrians/event participants.
9.
Major roads may not be safe or suitable for special events.
10.
Approval is more likely to be granted for on-road events which seek to use lower-speed and lower traffic volume roads and alternative routes to major arterial road.
11.
It is desirable for safety reasons for an event to have mostly left turns at major intersections rather than right turns.
12.
Persons are to be present to assist in crowd and traffic control and to supervise compliance with any conditions imposed by Council.
13.
The fee for a road or lane closure application is $261.20 (GST exempt) plus any installation costs, including lost revenue from Pay ‘n’ Display meters and kerbside signage. Applicants will be advised of the full costs after evaluation of the application. Payment is to bemade within 30 days from the date of the invoice. The invoice for this application will be posted within 10 days of the road/lane closurestart date.
