What is the purpose of this form?

This form is used to register as an owner of a car park (whether a private or public car park) or as an operator of a public car park for the purposes of sections 27 and 28 of the Congestion Levy Act 2005.

Details supplied on this form will also be used to complete the Annual Return for Congestion Levy for the purposes of Section 31 of the Congestion Levy Act 2005.

A public car park is one in which the majority of its parking spaces are set aside for, or used by, the general public.

Who can complete this form?

The form should be completed by the owner of a car park or the person who operates a public car park in the congestion levy area . If there are several owners of the same car park, only one needs to complete and certify the form on behalf of all the owners.

In the case of a public car park, if another person operates the public car park under a licence, lease or other arrangement, the operator should also complete this form. If there are several operators of the same public car park, only one needs to complete and sign the registration form on behalf of all the operators.

This form must be lodged with the SRO within one month of becoming the operator of a public car park. A penalty may apply for failure to comply with the registration requirements.
