About the Building Better Regions Fund
The Australian Government has announced a total of $641.6 million over 5 years for the program. For this grant opportunity $200 million is available over 2 years. The program will run from 2017-18 to 2021-22. The program has been designed to achieve the following outcomes in regional and remote communities: create jobs have a positive impact on economic activity, including Indigenous economic participation through employment and supplier-use outcomes enhance community facilities enhance leadership capacity encourage community cohesion and sense of identity
Your project must not be located in an excluded area. You may still apply if your project is in an excluded area, however you must clearly demonstrate the significant and demonstrable benefits and employment outcomes which flow directly to an eligible area. Excluded areas are the Urban Centre and Locality (UCL) cities over 1 million people for Sydney, Melbourne, Brisbane, Perth and Adelaide as defined by the Australian Bureau of Statistics; Australian Statistical Geography Standard. For the city of Canberra, the excluded area is only the part of the Canberra-Queanbeyan Significant Urban Area that is located within the Australian Capital Territory. A mapping tool is available to assist you in determining eligibility of the location of your project. The Community Investments Stream will fund the following community activities: new or expanded local events, strategic regional plans, and leadership and capability strengthening activities. These projects will deliver economic and social benefits to regional and remote communities. Infrastructure activities are not eligible under the Community Investments Stream.

A local governing body as defined by the Local Government (Financial Assistance) Act 1995. For the purpose of the program, the following organisations are also considered local governing bodies: Anangu Pitjantjatjara, Maralinga, Gerard, Nepabunna and Yalata local governing bodies in SA Cocos (Keeling) Islands Shire Council The Lord Howe Island Board Norfolk Island Regional Council The Outback Communities Authority The Shire of Christmas Island The Silverton and Tibooburra villages in NSW The Trust Account in the NTACT Government.

Leadership and capability - These activities will build the capability of regional leaders, equipping them with the skills to effectively drive change and champion positive futures for their communities. All leadership and capability activities will need to demonstrate clear and definitive outcomes including broad benefits for the community. Leaders may include representatives from: community organisations local government local industry members local youth leaders Indigenous leaders industry bodies Local events and workshops - Investment in local activities and events provides economic social and cultural opportunities for people living in regional areas. Events and activities drive economic growth, promote community participation and inclusion, encourage volunteerism and build on a region’s identity
Note: Local events and workshops will only be eligible for funding under the program once. Funding under the program is intended as seed-funding to support an inaugural event or funding for a one-off expansion of an existing activity. You will need to clearly outline your strategy to fund future and expanded events without Australian Government funding. Events cannot take place until a signed Grant Agreement is in place, this may take up to 6 months from the date your application is submitted.
Strategic planning - Activities that facilitate the development of quality regional or sectoral plans will help to drive the development of strong regions. Plans should focus on pursuing economic opportunities and/or addressing identified challenges across a region or industry sector, and should be developed in close consultation with key regional stakeholders
Does your project include a significant proportion (greater than 50%) of project costs for the construction of new infrastructure, or the upgrade or extension of existing infrastructure?
The construction of new infrastructure, or the upgrade or extension of existing infrastructure are not eligible activities under the Community Investments stream. If you continue with your application under the Community Investments stream the infrastructure costs will not be considered eligible activities. You should read the Grant Opportunity Guidelines for the Infrastructure Projects stream and consider if your project better suits the eligible activities outlined for that stream. Note: the Infrastructure Projects stream will not fund costs associated with an event so you may wish to consider applying under the Infrastructure Projects stream to build the infrastructure and the Community Investments stream for the event. However, the two applications will be considered independently of each other.

Remoteness classification

This section is to enter information on your project’s remoteness classification and case for exceptional circumstances.
Remoteness classification You identified your project location in the section above. Your project location (latitude and longitude) determines your remoteness classification. The criteria for the remoteness classification is based on the Australian Bureau of Statistics’ Remoteness Structure under the Australian Statistical Geography Standard. It is very important that you specify the correct remoteness classification. An error may cause your contribution to be inadequate and your application to be considered ineligible. If your project includes multiple site locations and there is a mix of regional and remote classifications we will consider your entire project location as remote for the purposes of the contribution requirement.

Your responses to the merit criteria later in the form must clearly demonstrate how the economic and social benefits flow directly to an eligible area.
If your Total Eligible Project cost is between $5,000 and $20,000 there is no Contribution Requirement. For projects classified as Major Cities of Australia (included area), Inner Regional, Outer Regional or Excluded Area, the Contribution Requirement is a cash contribution on at least a 1:1 basis (i.e. for every dollar of grant funding requested, your contribution must be at least one dollar). For projects classified as Remote or Very Remote, the Contribution Requirement is a cash contribution on at least a 3:1 basis (i.e. for every three dollars of grant funding requested, your contribution must be at least one dollar).

You are encouraged to leverage cash contributions, community partnerships and in-kind contributions, even if you seek an exemption, to strengthen your application and increase your score against the ‘value for money’ criterion. Exceptional circumstances may include: Drought and/or disaster declaration Limited financial capacity of the local council Impact of industry decline Significant recent change in population or community demographics Other exceptional circumstances.
You must attach evidence to demonstrate your case for exemption. * Evidence could include being listed as a declared council for the Drought Communities Programme or rainfall statistics if you are in a drought declared area, low rates base, disaster impacted area listed on the Disaster Assist website, etc.

Based on the information you have entered, your cash contribution must be a minimum of of your Total Eligible Project Cost. This contribution requirement will be used in calculations later in this form. It is very important that you specify the correct remoteness classification. An error may cause your contribution to be inadequate and your application to be considered ineligible.

Project duration

You must complete your project within 12 months of executing a grant agreement with the Commonwealth and by 31 December 2021.

Project budget

Provide details of your total eligible project costs over the life of the project to be paid for with grant funding and contribution. Refer to Section 5 of the Grant Opportunity Guidelines. Costs not covered by the grant and contribution should be included in the Other Project Costs table.
